You can only grow a magical beanstalk once the Council has told you that there's a problem with FallingTrash. Efforts to grow a beanstalk before then will fail, as there's no hospitable environment in the Nearby Plains.

Obtain an enchanted bean from the Beanbat Chamber in the Bat Hole. Use it to grow a beanstalk. This allows you to access the Penultimate Fantasy Airship.
