You'll need the fish tank, the fish bowl, and the fish hose...

Combine the tank, the hose, and the bowl to make makeshift SCUBA gear. (Either order will work. Well, not the order where you try to combine the tank and the bowl. But other than that, either order will work.) Equip this and you can make your way through the Perplexing Odor. Now the Stone Mariachis will be accessible.
