The Palmist Paraphernalia consists of an extra-large palm-frond toupee, a palm-frond whip, and palm-frond capris.
To get these, adventure in the Oasis to get some palm fronds and a Hugo's Weaving Manual. Then weave together the palm fronds to get the items: the whip takes 4, the capris 5, and the toupee 6. See FrondItems for more details.
Wearing the outfit gives you a +7 Moxie bonus (in addition to the +4 you already get from the capris).
