This one is a little offbeat...
Think of something that's effective against cows...
Perhaps not as a weapon...
More like a means of containment...
You'll need a Barbed-Wire Fence. You can get it from the Large Donkey Mountain Ski Resort vacation at the Shore, but it's easier to just buy it at the Mall. Use it in combat, and you'll defeat the cow.
